Perry unveils 'Cut, Balance, Grow' plan with optional 20 per cent flat tax

In an op-ed piece for the Wall Street Journal published on Monday, the Texas governor proposes allowing Americans a choice between their existing tax rate or the flat tax which simplifies the existing code.
